Department of Community Health Board Meeting Report - May Meeting 2025

The Georgia Department of Community Health (DCH) board met virtually Monday, May 19 and approved changes to the 2026 State Health Benefit Plan (SHBP) employer contribution rates.



2026 Employer Contribution Rates

The Board of Community Health unanimously approved the Fiscal Year 2026 School Personnel Board Resolution, which increases the employer contribution rate for certified and non-certified staff to $1,885 per member per month (PMPM). The state funds the rate increase for certified staff, while local school districts are financially responsible for the rate increases for non-certified staff. The resolution was not available at the time of report publication.


Commissioner's Update on Medicaid and Other Federal Matters

DCH Commissioner Russell Carlson updated board members on the potential impact of federal budget cuts. Several programs administered by DCH could be affected, including Medicaid eligibility, direct-to-payment programs, provider fees, and qualifying activities for Medicaid participation. Other programs affected could include the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF).

 

Carlson assured board members that DCH has strong relationships in Washington, DC, which will allow department leadership to be aware of the contemplated changes and their Georgia impact. He anticipates the state will continue to provide input as the federal spending bill, the One Big Beautiful Bill Act, continues to move through the federal legislative process.
