Committee Workday: Controversial Bills Move Through Committee as Session Nears Conclusion

Today was one of three dedicated committee workdays remaining in the 2025 Legislative Session. As is often the case, several controversial measures were considered in late-session meetings.
House Committee Passes Sanctuary Policy Sovereign Immunity Waiver

The House Public Safety and Homeland Security Committee passed SB 21, sponsored by Sen. Blake Tillery (R-Vidalia). The bill seeks to remove sovereign immunity from local governments, thus opening them to liability, should they adopt policies conflicting with the state prohibition on immigration sanctuary policies. This waiver would apply to governments, officials, and employees violating the prohibition.
The bill now awaits consideration by the House Rules Committee.
Bill Prohibiting SHBP from Covering Gender-Affirming Care Passes House Committee

With the committee chair casting the tie-breaking vote, the House Health Committee passed SB 39 by by Sen. Blake Tillery (R-Vidalia), which seeks to prohibit the State Health Benefit Plan (SHBP) from covering gender-affirming care. The committee removed the first section of the bill which included statements of General Assembly findings related to the measure.
The bill now awaits consideration by House Rules.
