Teachers Retirement System of Georgia Board of Trustees Meeting - March 2025

TRS Return to Work Update TRS Executive Director Buster Evans reviewed utilization of Georgia's current return-to-work program, which enables retired educators with 30 years of service to return to teaching in high-needs subject areas after a 12-month waiting period.

 

Evans reported that 454 retired teachers are currently approved to serve students under the program, which will sunset in 2026 without legislative action. During his legislative update, Evans referenced several proposed reauthorizations of the program, but also mentioned that return-to-work utilization is slowing.

  • The TRS net position in Jan. 2024 was $100,028,253,580

  • The TRS net position in Jan. 2025 was $113,139,019,427

  • The TRS net position in Feb. 2024 was $102,877,374,048

  • The TRS net position in Feb. 2025 was $112,402,433,598

To date, TRS reports a 7.37% rate of return for FY25.


Executive Director's Report Includes Legislative Update

Evans provided trustees with a legislative update, noting that, as 2025 is the first year of the legislative biennium, retirement bills with a fiscal impact must be introduced this year but cannot become law until 2026 because fiscal retirement bills require a study by the state auditor.

 

He then briefly described several bills proposing to extend the sunset date of the return-to-work provisions found in HB 385 (2022).

Evans acknowledged that while HB 372 and HB 599 are more aligned with current return-to-work policy, SB 150, which would create a more expansive program, is the only return-to-work bill thus far sent for actuarial study. He also reported that legislative retirement committees can meet throughout the spring and early summer to move fiscal retirement bills to actuary.

 

After the March TRS meeting, an additional return-to-work bill was introduced. HB 873 would allow Georgia Department of Education (GaDOE) employees to draw retirement benefits and return to work at the state education agency.
