The Georgia Professional Standards Commission (GaPSC) held virtual committee meetings July 8 and a full commission meeting July 9.
Executive Secretary Update

GaPSC Commissioner and Augusta University College of Education Dean Judi Wilson

(pictured right) is retiring at the end of July. Barrow recognized Wilson for her long career in education and her time on the GaPSC. PAGE thanks Wilson for her service to students and educators throughout her career.
GaPSC Executive Secretary Jody Barrow reported that the literacy coaching endorsement task force has continued meeting to implement measures from HB 1193, the Georgia Early Literacy Act of 2026. He also updated the commission on the Educator Preparation Division's recent reorganization and current search for four in-house literacy specialists.
Barrow reported that 58 educators have earned the School Safety Endorsement offered by GaPSC and approved as part of HB 147, the Safe Schools Act, which was enacted in 2023.

Rules

The GaPSC approved initiating the rulemaking process for several rule changes, which are posted for public comment here. A list of these rule changes will be available at a later date. One proposed rule not discussed at previous meetings creates a lifeguarding and aquatic safety microendorsement program.

A progress report addressing all areas for improvement cited during the Continuing Approval Review is due July 8, 2027.
The commission granted Developmental Approval to the following EPPs:
Columbus State University
Personalized Learning Endorsement

University of Georgia
Intervention Specialist Endorsement
The commission removed the removal of Areas for Improvement (AFIs) in Standard 5.2 (Data Quality) and Standard 6.6 (Preparation for the Teaching of Reading, Literacy, and Language) for Atlanta Metropolitan State College, while retaining AFIs for Standard 2.1 (Partnerships for Clinical Preparation) and Standard 2.2 (Clinical Educators). The EPP must submit a progress report to GaPSC on July 8, 2027, addressing the remaining AFIs.
Ethics

The Educator Ethics Review Committee (EERC) consent agenda was approved with no cases pulled for discussion.
The commission denied the appeal of an educator's certification revocation as the educator had an inappropriate relationship with a student prior to the revocation.
